Since the end of World War II Degrelle has been a wanted man in Belgium where he is under a double death sentence for war crimes.

The Belgian government first demanded his extradition from Spain in 1946, repeating the demand off and on thereafter. It got nowhere. But now it looks as if the Belgians will finally receive at least partial satisfaction. The Spanish police reportedly have been instructed to "find and arrest" Degrelle who three weeks ago dropped from sight after indulging in a splurge of unabashed publicity. The order follows a meeting between Belgian foreign minister Pierre Harmcl and Spanish foreign minister Gre-gorio Lopez Bravo in Brussels in January.

The object of the Spanish minister's trip was to explore the prospects of Spain's eventual admittance to the European Common Market. But the Degrelle issue worked itself into the talks. Degrelle had stirred up resentment in Belgium because of an interview he gave to the Madrid daily ABC in January. Two-Car Crash Here; 3 Injured Three Des Moines persons were injured in a two-car accident Sunday afternoon near the intersection of S.E. Fifth street and Hartford avenue. (AP) The U.S. Coast Guard's 255 reserve drill pay units will be phased out by June 30, 1971, a spokesman said Saturday. In the war Degrelle fought with the Germans on the Russian front at the head of a pro-Nazi Belgian unit, the Walloon Division. He and his followers have been charged in Belgium as responsible for the murder of Belgian nationals in Bande, Stavelot, Botircy and other villages not far from Bastogne at the time of Field Marshal Von Rundstedt's Ardennes offensive in December, 1944. (AP) People who want to quit smoking but can't ouite do it will get some help from a series to be shown over National Educational Television in the first week cf March.

The series, "Why You Smoke A Self-Test," explains why people smoke and tells them how to go about breaking the habit. It will be shown in five half-hour segments Mar. 2-6 over most of NET'S 167 affiliated stations. A major feature Is a four-part test 'developed by the director of the National Clearing house for Smoking and Health, Dr. Daniel Horn.

From Dulles they were rushed to Washington, but by 11 p.m. had not arrived at Constitution Hall, where police, apprehensive about the uneasy crowd inside, called for additional reinforcements.

Officials of Goody Good Productions, the group that sponsored the concert, said individual tickets cost from $5.50 to $7.50. The Sly and the Family Stone is a rock group composed of six musicians. They played Saturday night, in Newark N.J., and Friday night to a sellout crowd at Madison Square Garden in New York City, a Goody Good Production official said. Though the concert had been sold out for about 10 days, James Keister, a doorman at the hall, said people had been trying all day to buy tickets. By the 7 p.m.
