And he said he would take the advice of the suburb's officials and speak with legislators about supporting a bill that would help protect parking spaces for the handicapped. Robertson, who must wear leg braces as a result of a May 1968 automobile accident, claims tenants in his building at 8335 Alice Ave. ignore the reserved for handicapped sign his landlord placed in the parking lot for him. Clive City Attorney Keith Luchtel acknowledged Friday that Clive's council "may have" the right under the home rule provision of the Iowa Constitution to pass the ordinance requested by Robertson. But he said he advised against passing such an ordinance because the city "needs protection from liability suits" that might be filed by persons whose cars might be towed away.

"The courts have eroded much of the city's immunity" from liability suits, Luchtel said. "It would be expensive for the City of Clive to pioneer something like this." A Civil Defense spokesman said most of the damage was confined to residential sections of Arequipa, a city of 800,000 persons and scene of an earthquake that caused major damage in 1960. The spokesman said the quake caused little structural damage to major buildings but that windows were shattered. The Peruvian Institute of Geophysics in Lima said the one-minute quake registered at 6.2 on the Richter scale and occurred shortly after 5:08 a.m. local time.

The epicenter was 125 miles southwest of Arequipa in the Pacific Ocean.
