told the board Tuesday that he was not familiar with the type of products and service required by the three institutions when he submitted his bid earlier this month. Caplan was low bidder among six bakeries and was awarded a three-month contract Oct. 2. Supervisors had rejected bids from four of the companies the previous week because of identical quotations on the 10 types of products required. The readvertisement for bids drew two additional companies, including Caplan, plus the four original bakeries, which varied their figures only slightly.

Caplan said Tuesday that his bakery makes loaves of bread -which are taller than those normally used by the jail for sandwiches; that the sandwiches do not fit in spaces on food trays and that he has been unable to obtain extra help to produce the amount of bread needed by the three institutions. The board Wednesday awarded the contract for the rest of the year to the next lowest bidder, Colonial Baking Co.
