allegations against Cooney with the Des Moines Polk County Attorney Dan Johnston became involved in the investigation after McManigal asked him to look into charges that Cooney interfered with burglary cases in which his sons allegedly were involved. Johnston refused to be specific when asked Tuesday what his efforts have turned up, but he said his end of the investigation was "progressing." He added: "I'll determine what action should be taken only after we've completed all the interviews." Johnston had said when he first got involved in the case that he would ask the Iowa Division of Criminal Investigation for assistance if he determined the officers' charges merited a full-scale criminal investigation. Johnston said this morning that the DCI is not specifically investigating Cooney, but that a DCI agent is looking into "areas of concern that arise out of statements by some West Des Moines police officers that don't involve Cooney himself." He declined to be more specific. Johnston said he was continuing to investigate the cases in which Cooney allegedly was involved directly. In one of those, the officers alleged that Cooney's oldest son, Alan, was a suspect.

It involved the theft of $11,000 worth of equipment from Drake Construction Co, in late 1979, and some of the investigating officers contend that Chief Cooney compromised the case by discussing it with his son. Alan Cooney was never charged in connection with the crime, and his father maintains that Alan was instrumental in recovering the stolen property. 'The dissident officers have indicated they are satisfied with the course that McManigal and Johnston's investigation has taken. Said veteran patrol officer Colin McBee, "Generally speaking, most everybody is satisfied with the sincerity of McManigal and Johnston McManigal has listened to everything anybody has had to say." McManigal said that Chief Cooney will be the last person he interviews. Rhodes: US.
