1 Scarce, Grimes Sets Annex Vote By John Bleakly Residents of Grimes, now two square miles in size, will vote Apr. 8 on whether 1 to annex 16 square miles of surrounding farm land. If the proposal passes and is approved later in district court, Mayor Robert Bloomfield said Thursday, it will be the first addition to the community in about 50 years. He explained that Grimes needs new land because only a few lots in the existing community are available for building. "We already have some land in the proposed annexation area ready for subdivision," he added.

Transportation Bloomfield said one reason he feels Grimes has a bright future is that highway construction in the area has improved transportation to the community. He pointed to the rerouting of Highways 64 and 141 and the construction of Interstate 35-80. The mayor said the improved transportation should prove an inducement to industry looking for a new place to locate. Bloomfield added that a jump in home construction in the Grimes area is likely because of the continuing growth of metropolitan Des Moines. The population of Grimes, which is about 10 miles northwest of Des Moines on Highway 64, has grown from 489 in 1940 to an estimated 680 today.

Planning The annexation issue has been the subject of planning and discussion since the Grimes city council first proposed it at a meeting Oct. 20, 1958. Bloomfield said the council has heard objections from some residents in the area proposed for annexation. He added, however, that he thinks the majority of persons in the area "are on the fence--they don't care one way or the other." 'The mayor said he does not look for any court action against the annexation proposal, if it passes with the required simple majority. If the proposal gets the approval of Grimes voters, it will not become final until city officials show to the satisfaction of Polk County district court that the town can provide adequate facilities for the new area.

Bloomfield said he is certain Grimes can provide for the new area. "We have adequate water and electric facilities," he explained, "and we have a sewer plant with a capacity 1 to handle twice its present load." He said the Grimes Volunteer Fire Department already is providing fire protection to residents in the area proposed for annexation. Bloomfield also noted that the proposed annexation area is not in conflict with annexation plans of any other communities. Dispute Avoided At one time, a small portion of the area overlapped land just north of Interstate 35-80 that Urbandale hoped to annex. But a dispute was avoided last fall when the Urbandale city council decided to confine that community's northward growth to the southern edge of the interstate.
