A A A Wright Newsome, 81, of Carlisle died of a heart ailment Thursday at Carlisle Care Center, where he had lived since 1991. Services will be at 1 p.m. Saturday at Peterson Funeral Home in Indianola, with burial at 100F Cemetery there. Mr. Newsome was born in Lucas County and had lived in the Derby and Indianola areas before moving to Carlisle.

He was a retired real estate agent and farmer and a member of First United Methodist Church of Indianola. Survivors include two daughters, Mary Helen Peterson of Carlisle and Becca Johnson of Dubuque; a sister, Margaret Crawford of Council Bluffs; and seven grandchildren. Milton R. Montgomery, 72, of Marshalltown died of cancer there Wednesday. Services will be at 1 p.m. Saturday at Pursel-Davis Funeral Home in Marshalltown, with burial at Rose Hill Memorial Gardens Cemetery. Mr.

Montgomery was born in Green Island and had lived in Marshalltown 38 years. He was a retired foreman with R.D. Stewart a Navy veteran of World War II and a member of the Frank Lewis Glick of the American and the Central Iowa Referee Association. Survivors include his wife, Darlene; two daughters, Cathy Thompson of Marshalltown and Janie Montgomery of Camanche; a sister, Bety Jane Pickard of Melbourne; and four grandchildren. ALMANAC OBITUARIES Goldie Woolman Potter, 90, of 4305 Hickman Road died of a respiratory ailment Wednesday at Mercy Hospital Medical Center. Services will be at 11 a.m. Saturday at Brandt Funeral Home in Dallas Center, with burial at Brethren Cemetery there. Mrs. Potter was born in Dallas Center and had lived in Des Moines since 1950.

She was a retired sales clerk at Younkers and was a member of Immanuel United Methodist Church. Nieces and a nephew survive. Perry William Diehl, 86, of Osce- ola died of intestinal and respiratory disorders Tuesday at Clarke County Hospital there.

Services will be at 11 a.m. Saturday at St. Bernard Catholic Church in Osceola, of which he was a member. Burial will be at Maple Hill Cemetery there. Mr.

Diehl was born in Highland County, and had lived in Clarke County most of his life. He was a retired farmer and an antique collector and was a member of Knights of Columbus and the Clarke County Historical Society. Survivors include a son, Fred of Osceola; a daughter, Rita Dauw of Mankato, a sister, Eva Mae Webber of Des Moines; 11 grandchildren; and 12 great-grandchildren. Viola Bennett Buchan, 82, of Bishop Drumm Care Center, 5837 Winwood Drive, Johnston, died of a respiratory ailment Tuesday at Iowa Methodist Medical Center. The body was cremated and no services are planned. Buchan was born in Rockwell City and moved to Johnston months ago after 20 years in Florida.

She also formerly lived in Des Moines. She was a retired teacher and stenographer and was a member of Order of the Eastern Star. Among survivors are her husband, Robert of Boynton Beach, three stepdaughters, Phyllis Nelson of Lincoln, Virginia Hathaway of Kansas and Mary Morgan of Corpus Christi, Texas; two brothers, W.A. Mr. Zug, a Des Moines native and graduate of Drake University, held the prestigious city editor's job 16 years. It was a time when The Register's circulation was at its peak, and as city editor, he directed the newspaper's entire news gathering operation in Iowa. He began his career with the Pocahontas Record-Democrat and followed with service with the Associated Press and United Press. He was Iowa-Nebraska manager of the International News Service and then for two years was news manager for the Iowa Daily Press Association.

In 1939 Mr. Zug became secretary to Iowa Gov. George Wilson, a job he held two years. He followed that with two more years as secretary when Wilson was elected a U.S. senator.

Mr. Zug joined The Register in 1944 and was a reporter on either The Register Des Moines Tribune until 1953, when he was named city editor. In 1969 he left The Register and became publisher of The Daily Iowan, the newspaper produced by students at the University of Iowa. He left that post after about a year and began to collaborate with his wife, Joan Liffring Zug, a photo-journalist. The two worked on public relations projects and books.

Together they ran Penfield Press in Iowa City. He was a member of Trinity Episcopal Church in Iowa City, the Print Study Club of the University of Iowa Museum of Art and the school's President's Club. is survived by his wife; a son, Tom of Florida; two stepsons, Artie Heusinkveld of North Liberty and David Heusinkveld of Amana; two grandchildren and four step-grandchildren. His body was donated to the of I College of Medicine for medical research. Private services will be held later.

The family suggests that any memorial contributions be made to the Iowa Foil Printer Fund, care of the of I Foundation; Vesterheim, the Norwegian-American Museum in Decorah; or to the Museum of Amana History in Amana. Student sues Ames over sewer charge By THOMAS R. O'DONNELL OF THE REGISTER'S AMES BUREAU Ames, la. An Iowa State University graduate student is suing the city of Ames, saying a $1 monthly charge for storm sewers is a discriminatory and unconstitutional tax. Mark Latunski, a chemistry graduate student from Morrice, wants the Story County District Court lawsuit declared a class action on behalf of thousands of Ames residents.

He wants the court to throw out the fee and order the city to refund the more than $100,000 it's collected so far. "The people of the city, who have already built their own storm sewers, are being asked to build storm sewers for other people, and that's not legal," Latunski said. Also, he said, "apartment holders are going to be asked to pay an exorbitant amount compared to the big landowners in the city." But Ames City Attorney John Klaus said the fee is not "an illegal is more like a utility charge" similar tax. It is not a special assessment. to that for electricity or sanitary sewers.

The council chose the $1 monthly charge because of its simplicity, Klaus said. Every dwelling in the city has surfaces that are drained by the sewers, he said, and therefore benefit from the utility. The Ames City Council approved creation of a storm water drainage utility about a year ago and began collecting the fee in July. Each water account pays the fee. Any electrical account holder who doesn't also have a water account also must pay the fee.

The fees go to finance maintenance and construction of storm sewers. The storm sewer utility is a relatively new municipal function, said Tom Bredeweg, executive director of the League of Iowa Municipalities. There are four or five such utilities around the state and more cities are looking into establishing them. Other lawsuits have challenged storm sewer utilities in Iowa, Bredeweg said, and courts have consistently upheld the rights of cities to create them. Des Moines is in its first year of operating a storm sewer utility, said Floyd Bentz, an assistant city engineer.

The fee is based on impervious area the square footage of anything that impedes the flow of water, including parking lots and rooftops. Oley Byron Nervig, 88, of Calvin Manor, 4210 Hickman Road, died of a heart ailment there Wednesday. Services will be at 11 a.m. Saturday at St. John's Lutheran Church, of which he was a member.

Burial will be at Bethlehem Cemetery in Slater. Mr. Nervig was born in Slater and had lived in Des Moines most of his life. He was a retired butter maker with Mid America Dairymen and a member of Acanthus Masonic Lodge. Survivors include his wife, Gertrude; a son, Thomas of Nevada; two sisters, Agnes Rullestad of Huxley and Elnora Applegate of Woodward; three grandchildren; three step-: grandchildren; and three greatgrandchildren.

Friends may call from 6 to 8 p.m, today at Hamilton's Funeral Home. Memorial contributions may be made to the St. John's Foundation or Calvin Manor. Norman T. Petrie, 82, of Marshalltown died of a heart ailment Tuesday at Marshalltown Medical and Surgical Center.

Graveside services will be at 9 a.m. Saturday at Riverside Cemetery there. Mr. Petrie was born in LaRay. He was a retired equipment operator for Marshall County and an Army veteran of World War II.

He is survived by his wife, Lucille; three daughters, Marion Severe of Marshalltown, Phyllis Morrison of Louisville, and Cathy Veld of Curry, three sisters, Gretchen, McNaughton of Marshalltown, Clara Walker of Gilman and Mable Brennecke of Dunbar; a brother, Lawrence Petrie of Marshalltown; and 18 grandchildren. Patrick's Catholic Church in Perry, of which he was a member. Burial will be at Violet Hills Cemetery. Mr. Fallein, a lifelong Perry resident, was a retired engineer with the Milwaukee Railroad and a member of the Brotherhood of Locomotive Engineers. He is survived by his wife, Marion; a son, Michael of Cameron, a sister, Arlene Workman of Lakeshore, and three grandchildren.

Allene Andrew, 76, of 3906 75th Urbandale, died of complications of diabetes Tuesday at Iowa Methodist Medical Center. Miss Andrew was born in Jefferson and had lived in the Des Moines area since 1937. She was retired from Deere Co.
