By THOMAS A. FOGARTY REGISTER STAFF WRITER West Des Moines, la. The Democratic Party is positioned nationally to gain up to 50 seats and to regain control of the U.S. House of Representatives in the Nov. 5 general election, the chairman of the Democratic National Committee said here Saturday.

"The Republicans adopted an agenda led by Bob Dole in the Senate and Newt Gingrich in the House that is so far to the right they've just fallen off the table," said Chairman Donald Fowler. "They've vacated the middle. We've occupied the and I think we're going to win Fowler, a South Carolinian elected the Democrats' national chairman in January 1995, spoke to reporters before delivering the keynote address Saturday night at the Midwestern Grassroots Leadership Academy, a political organizing workshop sponsored by the Iowa Democratic Party. Democrats, who need a net gain of at least 20 seats to capture a majority in the 435-member House, held control for 40 years before losing it to the GOP in 1994. Fowler insists that the Republican reign will be brief.

"We believe that if the election were held today that we'd get at least 35 (additional House seats), and some people say even upwards of 50," said Fowler. He said Democratic gains would hit the higher end of the range if President Clinton is able to hold his large lead over Dole in opinion polls through the remaining 86 days of the general election campaign. Fowler said Iowa is "targeted" or assigned high priority by the Clinton campaign in its re-election efforts. is a state that the president wen in 1992 and a state we believe he can win in 1996," he said. "It's not a lead-pipe cinch.

Iowa is a competitive, two-party state, but we will contest Iowa. Obviously, with Sen. (Tom) Harkin being on the ballot here this year, it'll be of great benefit to the president and to the (Democratic) congressional candidates." He called Dole's selection of Jack Kemp as his running mate "a little peculiar," noting the longstanding differences between the men on deficit reduction, tax cutting, immigration, affirmative action and other issues. "His place on the ballot will cause great confusion to the American people because they'll be trying to figure out what Bob Dole believes," he said. "I don't think it'll significantly affect the president's chances of re-election." Fowler expressed full support for Iowa's role as the first-in-the-nation caticus state, contrasting his position with that of the Republicans.

The Iowa caucuses followed Louisiana and Alaska in 1996 in GOP presidential selection events, and Republicans nationally are averse to granting a specific guarantee that would make Iowa first in 2000.
