"I met with the students but they didn't present any plans and they didn't ask for any money," she says. Merida's establishment hasn't ignored the hurricane victims, she says. "There are not a lot of people who have gone into the communities to rebuild but have been helping get implements and other items. They have taken victims into their own homes, too," she says. Meanwhile, Adolfo Martinez of Art's Trucking says he was alerted last week that a plane was on its way from Mexico to pick up the supplies, but it never arrived.

He said he didn't know when it would come. Central's Timmer says: "There's a feeling of frustration. We can see the needs and we can see the money. Obviously the money isn't getting to the needs. There doesn't seem to be a good reason why it isn't getting there.

People who are in charge don't see those needs very intensely "They naturally became interested in where the aid was going, particularly the Iowa aid, which was very normal because these students were from Iowa," says Huck, who has been with the Central program since 1968. "When social classes get involved, the situation gets very complicated here," she says. "People get caught up in power plays. The Partners for the Americas people send their kids up to Iowa to summer school. There are always a lot of perks, trips people can make.

It's not the nature of the upper classes to go out in the villages and tromp around to see who needs help." Says Huck, "It doesn't do any good when the materials are in Texas and the money is in the bank. This is an emergency. That's the tragedy of it all. People are still living without roofs." For 23 years, Iowa has had a sister-state relationship with Yucatan. Volunteers from each side have exchanged cultural and financial help.

Mexican children have come to Iowa schools to teach Spanish. Iowans have gone there to furnish medical care, to rebuild water systems, to school farmers in the proper use of insecticide. Packed in a trailer at McAllen are 2,280 pounds of powdered milk, 70 boxes of blankets, nine boxes of flashlights and batteries donated by the Iowa Retail Hardware Dealers Association, two boxes of antibiotics, one sewing machine a gift from a sympathetic Iowan and enough plastic sheeting to put roofs on some 400 village homes. "The items enclosed," say typewritten messages taped to the boxes, "are given to the campaneros des las Americas en Yucatan at no cost for assistance in helping our friends in Yucatan recover from the Hurricane which destroyed many of their homes and agriculture."
