In the name of rural development, the groups have arranged for Iowa laborers to use Iowa trees to make a bridge at Bentonsport. They plan an other at Grant Nature Land in War ren County and a third at Des Moines' Kiwanis Riverview Nature They helped persuade New Zea land Milk Products a dairy products processor, to stay in Aller-ton and launch a $10 million expan sion that brought 30 new jobs.

Jobs and Tourists The iwhole idea is to bring in jobs and tourists. Now there is talk of having people with mental disabili ties grow shiitake mushrooms at shelter greenhouses. Another effort aims to boost tourism with tours and displays on Iowa's coal-mining history. A summit meeting on housing needs is coming up in Warren County. The; nine Iowa groups have worked to put in special fire hydrants through which trucks can pump, water from farm ponds.

They've helped build wetlands to control runoff or treat sewage. They ve arranged elk farms. They ve offered farmers tips on how to build windbreaks and erosion- control projects. Some cities that didn't have sewer systems got them. Another biggie: The Chariton Val ley group's goal to have 40,000 acres planted with switchgrass that would be mixed with coal and burned in an IES Utilities power plant.

So far, 300 acres are planted. Would Be a Blow Lyle Asell, Iowa program manager for the organizations, said a federal pullout from the program, which has been around since 1962, would be a blow to Iowa. Each year, the state turns less than 1 million in federal money into $25 million to $35 million worth of projects. Asell said there is a chance Congress will keep the program which costs $28.5 million nationally and has strong support from Iowa's delegation, including House Appro priations Committee member Jim Ross Lightfoot. In the past two years alone, the four-county Chariton Valley Re source Conservation and Develop ment Inc.

has helped local groups with projects that brought $26 million inlpublic and private investment irtd created or kept 200 jobs, said co ordinator Jim Cooper. ''Basically, the federal govern ment said, 'Here's a simple program. We'll provide the staff and you set thle goals and find solutions, Jim Cooper said. "We sought to be a quiet, behind-the-scenes organization." Keep People Working The! idea is to find a way to keep people working, to keep them around, particularly in the less-populous, less-productive parts of the state. In the Fairfield area, for example, the census has dropped every decade since 1900, said Dale Kraus of Pathfinders Resource Conservation and Development.

Pathfinders usually has $5 million to $15 million worth of projects going at any time, he added. There are nine of the development erouns in Iowa, with a 10th forming in, the Iowa Great Lakes region. They typically try to bring together government, business and non-profit groups in projects that are largely financed with grants and private investment. Cooper's wife, Lisa, who leads the year-old Iowa Heartland Inc. in central Iowa, is busy helping the Kiwanis Club arrange for a wood pedestrian bridge at its Nature Island, formerly the Riverview amusement paik, which is to be an outdoor classroom and park.

The old bridge there was burned by vandals years ago. Lisa Cooper's group also helped develop the Bessie Spaur Butterfly Garden and Arboretum in Knoxville, where people buy plots honoring their deceased loved ones. Now she's pushing the idea of using shelter greenhouses to grow shiitake mushrooms, often used in Oriental and gourmet cooking. Kraus, who staffs the Fairfield-based Pathfinders said: "You're looking at a void. You're looking at an underutilized resource.

You get back to the premise of chasing smokestacks." Plants may come and go, he added, but "you can never take the land from us." 00,000 donated for scsquicentcnnial Tiy Rmstkk's Nrw S.kvk -Pella, la. Pella Corp. and the PH. uyper Foundation, which is operated by the company's founding family, announced a donation of 100.000 to an Iowa Sesquicentenni-al project. The' project is described by the Iow a Sesquicentennial Commission as an Iowa history curriculum resource.

The curriculum is adaptable to' different grade levels and will be distributed free this fall to every public, private and home school in the state.
